If you own a manufactured home built in 1976 or newer and you’re thinking about refinancing (whether to lower your payment, pull cash out, or get rid of PMI), there’s one document almost every lender will require:
An Engineer’s Foundation Certification (also called a Permanent Foundation Certification or HUD Form 309/VA/FHA compliance letter).
Here’s exactly what it is, why lenders demand it, what we check, and how the process works with us.
Since June 15, 1976, HUD has classified manufactured homes as personal property (like a car) unless they are permanently affixed to the land and meet specific foundation standards. To treat your home as real property and qualify for the best mortgage programs (FHA, VA, Conventional, USDA), the lender must have proof that:
The home sits on a permanent foundation that meets or exceeds HUD guidelines
The foundation is in good condition with no signs of settlement, cracking, or deterioration
Any additions (room additions, decks, covered porches, garages, etc.) are properly engineered and do not negatively affect the original foundation system
Without this certification, many lenders will only offer you a higher-rate chattel (personal property) loan — or deny the refinance entirely.
When we arrive at your home, we perform a complete, HUD-compliant structural inspection. Here’s what we look at:
Concrete piers / footings – depth, size, spacing, and condition
Steel I-beams – rust, damage, or improper shimming
Marriage line (for double-wides) – proper support and bolting
Tie-downs / anchors – presence and condition (even if on a permanent foundation)
Vapor barrier and ventilation
Signs of water intrusion, wood rot, or pest damage
Skirting condition and attachment
Room additions, sunrooms, garages – load path to independent footings
Decks, porches, steps – proper attachment and independent support
Overall site drainage
We take dozens of timestamped photos and measurements so your lender sees exactly what we saw.
